HOUSTON, Texas — Schools and businesses are closed in Houston where many areas are under water this Monday morning.

Bus and rail service have been stopped.

A Flash Flood Emergency has been declared by the National Weather Service after more than 10 inches of rain have fallen since midnight, though there are reports of up to 20 inches.

Storms moving through were dropping an additional 2-4 inches of rain per hour.

Numerous water rescues have been reported.
