Computer system mess at Shelby County Jail

MEMPHIS, Tenn. — Shelby County paid for a new computer system and now finds itself at the center of a $10 million lawsuit by inmates upset at being forced to say behind bars for days after posting bail.

Because of this new system, it's clear attorneys who filed the lawsuit think this is on Sheriff Bill Oldham's shoulders, but is it?
