DEKALB COUNTY, Tenn. — Eight-month-old Xavier Billings has been found safe after the Tennessee Bureau of Investigation issued a statewide Endangered Child Alert.

When the TBI issued the alert Thursday, Xavier hadn’t been seen for a week.
