Memphis Police Officer Hit by Drunk Driver

(Memphis) A Memphis police officer is recovering after police say she was hit by a drunk driver.

Ismeal Vicente, 29, is charged with the crime.

Officer Katrina Cobb is at The MED swollen and bruised.

She was standing outside of her patrol car when the accident happened.

The alleged drunk driver slammed into her car and that pinned her between her patrol car and a car she had pulled over.

Police say they found empty beer cans and a half-consumed cold beer in Vincente's car after he crashed it on Poplar Ave.

“It was kinda like a loud boom basically,” said Emory Williamson, a Midtown resident.

The impact happened as Officer Katrina Cobb was standing in the road about to check the license of a woman she pulled over.

The crash pinned Officer Cobb and the woman in between their cars, sending both to the hospital.  

Originally, the officer was listed in critical condition.

The other woman was not seriously hurt.

“I just saw the lights going through the house and I was up til about 3 a.m. and they were still going on,” said Sara Huggins, who lives right next to the crash scene.

Police say at the crash scene, at Poplar and Willett, Vincente had watery eyes and slurred speech but refused to take a blood test.

Officers didn't get to test his blood alcohol level until hours later.  

Just after midnight, two hours after the crash, it registered at .08, just at the legal limit.

Police then charged him with DUI, refusing to take the test, reckless driving and driving without insurance or a license.

“If you are out there drinking and driving that`s not cool at all,” said Archie Anderson, Officer Cobb’s neighbor.

Officer Cobb's next door neighbor in Frayser hadn't heard what happened until WREG told him, “It’s messed up that a drunk driver hit her, you know. That`s screwed up.”

“We were laying inside my apartment and we could hear it all the way over here and this is maybe a hundred yards away,” said Williamson.

It was a loud crash that could have ended a lot worse.

On Officer Cobb's Facebook page, she thanked everybody for their calls and concern.  

She says she is bruised and swollen and has torn tissue on her spine but she'd take that over the alternative.

As for Vincente, he's still in jail and has a court appearance scheduled for Monday.

      Neither MPD nor SCSD ever give the nationality or legal status until later in the case and even then it’s not easy to obtain.

        Local cops can’t spell Spanish names worth a ****.

        I’m sure your reporter and you are right about the report, but the officer who wrote the report got the name wrong. I guarantee it.

        Not an important point in the context of what happened, but, in the words of Bill Gibbons, “Half the cops in Memphis are illiterate”.

        In the words of an officer whom I know, “More than half are literate, but less than half are FUNCTIONALLY literate”.

    couple of months ago a white girl ran over a police officer killing the man the policeman was assisting. Nothing waqs done to her. She didn’t know she ran over the officer and only knew she hit something when the elderly gentleman flew upon the hood of her car.

    It appears to me that the Officers waited too long to get the suspect to the hospital for a Blood Alcohol test…2 hours is a long time before testing the suspect. If a suspect refuses the test in the field, they should be transported in a patrol car to the hospital to be tested immediately, now he has tested just inside the legal limit…Hell I could get him off with a fine and community service with the evidence they have due to this delay.

      No, a .08 two hours after the accident is strong proof of legal intoxication at the time of the accident.

      What’s bad is how MPD takes over THREE MONTHS to get the blood test results to the prosecutors and defense attorneys.

      The blood test is taken when the individual arrested is brought to the jail. Getting the results should take hours, not months.

      There is NOT a good explanation for this — except perhaps that this is a Third World City, and MPD is a bungling, unprofessional Third World police force. .

      Joe, in America, we have something called innocent until proven guilty. Until there is a trial and conviction, charges are alleged. The same courtesy would be afforded to you if you were to be charged with a crime. The same right applies to anyone within the jurisdiction of the United States, regardless of their citizenship status.

        And they are TWO PER CENT of the criminal docket.

      This happens on every WREG story. Its sad. My prayers go out to the officer and her family. To the person who made the comment about “illiterate” law enforcement officers…that cannot be applied to most law enforcement officers in MPD or SCSO. My husband is law enforcement officer and he has a Masters in Justice Administration and a double Bachelors. His buddy is in law enforcement and he has a Masters in Education. Both grew up in Memphis and they are both far from illiterate. Let’s not label an entire organization based off of the mistakes of a few people. Also, the statistics in Memphis have nothing to do with the areas that actually border Mexico. To the person who stated everyone is racist when it comes to dwellings…give me a break. In my neighborhood all of the kids play together. They don’t care about color. I think most people in Memphis want to live in a safe neighborhood with good people.
