Man arrested for library shooting

MEMPHIS, Tenn. — Police have made an arrest in a shooting that happened Thursday afternoon at a library in North Memphis.

Jarmall Balkin, 22, is charged with attempted second-degree murder.

It happened at the North Branch Library on Vollintine Avenue.

Police said a man was just talking on his phone in the lobby when Balkin, in a black hoodie, silently walked up behind him and pulled the trigger.

Witnesses said the suspect didn’t say a word.

Police said Balkin then went into the parking lot and fired multiple shots before driving away.

The victim went to the hospital on his own and was expected to be OK.

Police increased patrols in the area following the shooting.
