MEMPHIS, Tenn. — It was a close vote, but it was historic.

The Memphis City Council decided being caught with a small amount of marijuana should not automatically mean jail time.

It ruled a $50 fine or community service is sufficient, passing an ordinance that mirrors one passed in Nashville a couple of weeks earlier.
