(Memphis) Memphis Police spokesperson Karen Rudolph said this is the first time she could remember TACT unit operations being suspended, but it's not unusual.

Rudolph said two lieutenants and a major have been moved to other departments. She said it was not a demotion, and they could be transferred back.

Rudolph said they will look over training and procedures, but it's too early to say what exactly needs to be changed.

News Channel 3 put in a request to talk to Director Toney Armstrong on Saturday. He said he was unavailable, and today, he was in meetings.
