Memphis City Council Preview

Today city leaders begin the debate on how to improve the quality of the Memphis Police Department.  They’ll not only address qualifications for officers, but also how all city employees are promoted and disciplined.  Councilmen Kemp Conrad and Lee Harris are here to explain.
