(Memphis) A Whitehaven apartment complex was shut down Friday because of a long history of drugs, robberies, and murders.
Lavell Dotson remembers the former glory of the Montera Park Apartments.
Back then they were called New Horizon.
“Crime rate was low, the kids would come out and play, you could check your mailbox without flinching,” said Dotson. “It was great.”
However, in 2006 the ownership changed and crime moved in.
Arson, burglaries, robberies, and murders, plagued the complex.
Of the 900 units, just over 100 are currently being leased.
“Look at it,” said Dotson. “There is nothing to come out to. There is nothing to look forward to, but coming home and going to sleep and praying that you get up.”
But the district attorney is hoping that will change.
Her office was granted an injunction to shut it down. Only those with a lease can stay and no new leases will be given until the property is cleaned up.
“Today we stand before you with some fresh faces,” said District Attorney Amy Weirich, “A new management company, a new property manager and hopefully a fresh eye for the future for the good residents of these complexes that have been plagued by quite frankly too much corruption and crime and terror and evil.
Dragan Kocic and Capital Equities are the new owners.
He claims he owned the property from 2004-2006 and it was a vibrant community then.
He says he is going to work with the courts to lift the injunction and return New Horizon to its former glory.
“This is what distinguishes us from other [property owners],” saidKocic. “We live in our communities and we work in our communities. You’re not going to see absentee ownership, sending emails to each other about profit margins. You will see us working here. Please give us a chance and we will not disappoint.”
The new owner says they’re putting up $10 million to bring the complex back up where it needs to be.
